Libraries are focused on ownership not licensing because of several reasons. First, so many of us are stewards of tax dollars, and in some cases the rules of the tax dollars are predicated on ownership. Second, even individuals should be concerned about ownership. We have been burned recently when titles have been wiped from devices without warning. Permitted under licensing, and not under ownership. Third, what about when publishers (the licensers) go out of business? What happens to the content? Finally, licensing is more expensive than ownership when you consider the "total cost of ownership" and the length of time is very long.

Publishers need to understand these basics
